Forum goals:

  1. To contribute in sharing, between the forum’s participants, information about climate change limitation and adaptation projects. The forum enables the sharing of successful experiences and politics in order to replicate them in other contexts.
  2. To facilitate the rapprochement of directors and implementers of climate change limitation and adaptation projects with technical and financial Multilateral Organizations. It is a necessary process to answer the emerging uncertainty and it is led by connecting cooperative organization with projects implementers.
  3. To promote education and raise awareness in communities about the problem of climate change by emphasizing each of the social issues presented in the projects. To participate in the development of specific educative teaching tools.
  4. To display regional programmes and projects that don’t have exposure, through forum, as valid examples to be copied or replicated. Often, these initiatives are not known nor exploited enough and need to gain visibility through the free register the forum will set up for consultation purposes.

 

Justification: The creation of this forum was led by the important increase of natural disaster, resulting in the loss of human lives and economical and natural resources throughout the continent.

We could prevent or diminish these negative effects by using ideas in application in successful climate change limitation and adaptation projects and programmes elsewhere on the continent.

Organizing the 3rd Encounter, 2016

The 3rd Forum of the Encounter of National, Provincial and Regional Environmental Officials of Latin America and the Caribbean is organized by the Fundación Biosfera (Argentina) and the Universidad Nacional Mayor de San Marcos (Peru). It takes place in the Premios Latinoamérica Verde (“Green Latin America Prices”) and is appointed by the Environment Director of the M.I. Municipio de Guayaquil (Equator), M. Bolivar Coloma Ing., on August 24, 2016.

The main topic of this encounter: Climate change limitation and adaptation projects, realized or being implemented, and having a good outcome to be set as an example and replied in other regions.

Expected results:

  • To increase the reach and the number of Environmental Officials and project implementers compared to the previous encounters;
  • To write recommendations about positive and negative factor experienced in the projects regarding the social, environmental, economic and administrative aspects;
  • To describe the reception of the finished project and involvement of the community;
  • To keep up to date the main goals of public and private National, Provincial and Regional Environmental Officials of Latin America and the Caribbean;
  • To expand the database about climate change limitation and adaptation projects and programmes, adding authors or implementers and updated contact information; and
  • To create a virtual space for consultation purposes for the projects implementers and the multilateral organization officials.

1st Encuentro de Responsables Ambientales de Provincias, Estados y Regiones de América Latina y el Caribe (“Meeting of National, Provincial and Regional Environmental Officials of Latin America and the Caribbean”)

In the framework of the COP 20, with the status of a side event

Outcome: The holding of this event is led by the will to open the dialogue between the different participants to share experiences and policies implemented regarding climate change limitation and adaptation.

During the whole day, Environmental Officials from different regions of the continent have shared their programmes for climate change limitation and adaptation. Lectures were given by IADB (Inter-American Development Bank) and UNECLAC (United Nations Economic Commission for Latin America and the Caribbean) experts. Discussions and informative sessions were also lead to help the participants to take well-informed decisions. As a result, the Foro de Autoridades Gubernamentales Ambientales de Estados y Provincias de América Latina y el Caribe para el Cambio Climático (“Forum of Environmental Governmental Authorities from Latin-America and the Caribbean Provincial States for Climate Change” ) was formed.

Diffusion: A web site was created to display all the information relatively to the event, exhibition, photographs and documents produced during the Encounters. It is available at: http://foro-alyc.tumblr.com/ (Spanish only).

Reach: the participants were distributed as follows: 213 Environmental Officials from 71 different provinces, 72 departments, 54 states and 16 regions, representing a total of 19 countries.

Achievement: Subscription to a Constitutive Act by the creation of the Forum of Environmental Provincial and Federal Governmental Authorities from Latin-America and the Caribbean for Climate Change.

The exhibitions were lead by six countries: Mexico (State of Jalisco), Argentina (Autonomus City of Buenos Aires, Province of Buenos Aires and Province of San Luis), Uruguay (Intendancy of Montevideo), Honduras (Department of Tegucigalpa), Peru (Provincial Municipality of San Martin) and Ecuador (Province of Guayas).
Collaboration with multilateral organizations: the IADB and the UNECLAC.

Attendance: 90 people attended the event.

In the framework of the 1st Congreso Internacional de Energías Renovables y Desarrollo Sostenible (“International Congress for Renewable Energy and Sustainable Development”), following the recommendation of SE4ALL AMERICAS.

Outcome: the main topic led to the creation of the event:

“Forms and implementation modalities to receive technical and financial help for climate change projects.”
The one-day Encounter featured 30 minuted lectures from international organization experts exposing the point of view of their organization. The Environmental Officials talked about realized projects from different parts of the Americas or the Caribbeans. It was followed by a question and answer time and, finally, the revision of the document to be treated during the COP 21 (Paris).

Reach: the participants were distributed as follows: 309 Environmental Officials from 116 different provinces, 102 departments, 66 states and 25 regions, representing a total of 20 countries.

Diffusion: A web site was created to display all the information relatively to the event, exhibition, photographs and documents of Durban. It is available at: http://foro-alyc.tumblr.com/ (Spanish only).

The exhibitions were led by five countries: Argentina (Autonomous City of Buenos Aires and Province of Mendoza), Costa Rica, Ecuador (Province of Guayas), Peru (Provincial Municipality of San Martin), Uruguay (Intendancy of Montevideo).

Collaboration with multilateral organizations: the IADB and the UNECLAC.

Attendance: 60 people from different institutions attended the event.
